In a sworn deposition given on May 18, 2012, Wolfgang Walter Halbig said, “I never knew my mother till age 12. The week that I was confirmed in the Catholic Church, she shows up with this military guy. They’re married, and she tells me and my grandparents, who raised me up to this point, that ‘You’re going to the United States,’ so I saw my grandparents having a huge fight. And the next thing I know, I’m headed to Ramstein Air Base and I’m coming to the United States. I got my shots and I was displaced from my grandparents and I was not very happy about it, cause I never knew her.” [i]

 

Were the grandparents who raised him Polish? What were their names; did their surname end in “ski” or “sky?” Wolfgang’s mother, Gertrud H. Halbig (1925-2005) was obviously not their daughter or he would have known her. Further, she would not have absconded with her son. The “military guy” that she showed up with was Webster B. Halbig (1930-1984), to whom she was married. Given his age and circumstances, he was NOT Wolfgang’s father. Apparently, Webster was stationed at Ramstein Air Base” (a US Air Force base in Rhineland-Palatinate). [ii]

While Webster may have flown from Ramstein, Wolfgang and his mother flew from Frankfurt, Germany on FTL flight 122 which landed in New York. Their intended US address was Hyannis Road, Barnstable, Massachusetts, the residence of the Lovejoy family, Webster’s relatives. Gertrud divorced Webster B. Halbig in October 1960 in Highlands County, Florida. [iii] In all probability, Webster was Gertrud’s ticket to America.

Gertrud H. Halbig obtained a social security number in Florida in 1958. She resided in Avon Park, Highlands County, Florida. [iv] Halbig attended Avon Park Elementary School and middle school. He graduated from Avon Park High School. He said that whatever English he learned, he did so by watching television. He had all “D” grades in high school. He went to junior college at Coffeyville to learn English as Florida State had recruited him and offered him a full scholarship. [v]

Halbig said that he later found letters in Germany indicating that his father was in a German camp in Posen. During the same radio program interview, he said that his father was in a camp in Warsaw which is 194 miles from Posen. The war formally ended in May 1945 so apparently, Halbig’s father had some association with his mother. Halbig said that he is Polish. Yet, other records state that he was German. Why was his father in a camp? Was his father’s last name Halbig? Wolfgang should produce a birth certificate showing the name of his parents.

According to the Way Back Machine showing Halbig’s web site, Sandy Hook Justice on June 25, 2014 his resume states that he was in the Air Force from 1967 to 1970. In that deposition of May 18, 2012, he stated that he was in the US Air Force from 1966-1970. He said that he began his service at Lackland Air Force Base then he went to Dyess Air Force Base Air Force Base in Abilene, Texas. Afterwards, he went to Fairchild Air Force Base in Seattle, Washington and then back to Dyess. In that same deposition, he stated that he was naturalized in Abilene, Texas in 1968. [vi]

According to his naturalization papers, Halbig was born in Heidelberg, Germany on August 10, 1946. Halbig emigrated from Germany on August 18, 1958 and petitioned for naturalization on October 23, 1967. [vii]

He received an honorable discharge with the rank of E-4 which is a sergeant. He claims that his DD214 states that he was a combative measures instructor. During the deposition, when asked what that meant he said, “It’s teaching pilots, B-52 bomber pilots, C-130 tanker pilots and load testers, how to kill people in the event they had a crash or eject from the aircraft.” [viii] In as much as Halbig regularly gives out his phone number and address, as if that information fulfills the requirement for complete transparency. It should be relatively easy for him to disclose his Air Force Specialty Code (AFSC) and a copy of his DD214. Mr. Halbig, may we view a copy of that DD214?

The Air Force sent Halbig “around the county playing power volleyball in the 1970s. Halbig used this experience when he became an assistant football coach and then the head girls’ soccer coach at Lake Brantley (1987) and the girls’ volleyball coach (1988). Halbig said, “It’s hard to believe but power volleyball was really big back in the early 1970s. We played on a major level against the best teams in the country.” [ix] Yet, according to his resume, he also had time to participate in the Strategic Air Command, as well as being a Combative Measures Instructor, a Disaster Preparedness Instructor, and a Physical Fitness Specialist. [x]

Theresa, a criminologist wrote, “According to the US Air Force, only a Staff Sergeant, Technical Sergeant or Master Sergeant is eligible to be an instructor. Once they have served six months in the required rank they can apply, and if accepted, they undergo six months to one year of training prior to being an instructor. Further, according to the US Air Force it takes five years in service to attain the rank of Staff Sergeant, six years in service for a Technical Sergeant and eight years for a Master Sergeant. But somehow with only three years of service, Halbig claims to have been an instructor in two fields.”

Given that Halbig claims that he trained individuals on “how to kill people in the event they had a crash or (an) eject from the aircraft,” how is it that he claimed that he could not handle the potential dangers of being a Florida State Trooper because he says he was being shot at too many times. [xi] However, he was never injured while serving as a state trooper for a year.

“The basic recruit class is approximately 28 rigorous weeks and Recruits are challenged physically, mentally and academically during their training to ensure they have what it takes for a career in law enforcement… The Florida Highway Patrol requires that each recruit achieve an 80% or greater on all written exams… New Troopers must complete 10-12 weeks of field training, where they must demonstrate their knowledge, skills and abilities with certified Field Training Officers.” [xii] [xiii] There is a one-year probationary period. [xiv] He claims that he was the class president at the academy. Halbig did not make it past the probationary period a Florida State Trooper.

He claims that he was a Homicide Investigator when he was a State Trooper. Only after two years of service may a trooper apply to be part of a special unit. One of those units is Traffic Homicide. Notice that Halbig totally evades the question in the first audio file.

 

 

Halbig, in his resume, also claims that he had a Top Secret clearance because he was assigned to guard President Nixon. Theresa states, “In 1968 the Secret Service determined that it was too dangerous for President Nixon to fly into Opa Locka Air Base and travel by motorcade to his home in Key Biscayne because there was only one isolated road to that destination. They requested and received funds to build a Secret Service compound on the property adjacent to Nixon’s property and added a heliport so he could fly into the Air Base by plane and take a helicopter directly to his property, thereby precluding even the need for a police escort. Security at the Nixon compound was provided solely by the Secret Service.” [xv] [xvi] Not only does Halbig continually lie about having top secret clearance, he would not have completed the basic recruit and field training until late July 1974. Nixon was in office from January 20, 1969 to August 9, 1974. Even if police escorts were still being used in 1974, I doubt that an academy recruit would be a part of an escort.

Kathleen Audrey Smith (b. 1955) married Joseph Brent Crace in Marion County, Florida on June 14, 1975 (Certificate #036690). [xvii] They divorced on January 6, 1978 in Marion County (Certificate #003009). [xviii] Halbig married Kathleen Audrey Crace on April 14, 1979 in Marion County (Certificate #: 025829). [xix] Kathleen Halbig divorced Wolfgang Halbig in Seminole, Florida on February 17, 1993 (Certificate #: 009656). [xx] They re-married on December 29, 2004 in Las Vegas, Clark County, Nevada (Book 103). [xxi] Yet, in that sworn deposition, in one of his law suits, he claimed that they were only divorced for “about eighteen months.” He said they lived separately during the period when they were divorced. [xxii] He resided in Longwood, Florida in 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, and 2001. He also lived for a short time in Lake Mary in 1995.[xxiii]

Kathleen was living on Cranberry Isles Way in Errol Estates in Apopka, Florida and apparently, when they remarried, Wolfgang moved into her home. She had purchased the home on July 14, 1997 as a single person. Halbig sued the City of Apopka, Case No. 201 l -CA-01228, in the Circuit Court of the Ninth Judicial Circuit in Orange County, Florida. He settled his lawsuit with the City of Apopka for $25,000. [xxiv] The lawsuit was for a trip and fall that he suffered on or about January 26, 2010 in the Errol Estates community. Purportedly, because of Halbig’s injuries, in April 2010, the Halbigs rented their home in Apopka and moved to a larger home in a gated community in Sorrento near a golf course. [xxv]

Halbig’s mother, Gertrud died in Orlando, Orange County, Florida on April 30, 2005. Although, she died in Orlando, she still lived in Avon Park. He traveled from Apopka to Avon Park and visited her for a few weeks before her death. While there, only about four months after he remarried his wife, Kathleen, he had a two-week affair with someone in Sebring (about ten miles from Avon Park). It was someone that he had known from Sebring High School. To enhance his sexual performance, he went to a physician to obtain a prescription for Cialis. [xxvi] Does this behavior suggest anything about his character?

Halbig is a smooth-talking confidence man who has raised thousands of dollars from gullible people by exploiting the deaths of twenty-six people. He has never made an accounting of the money yet demanded that United Way allow him to view their records which are readily available online. It was just drama to impress his cult following. Despite years in the education field, moving from school to school, he still lacks the ability to write legibly and is deficient in his reasoning abilities. He merely asks questions that have already been answered and repeats previously refuted claims. He appears to be deceptive under oath, even though he swore to tell the truth. He was willing to take a polygraph test from Keith Johnson, an experienced polygraph examiner. Although this did not occur, I am sure that he was confident that he would have passed – he would have shown no deceptions. He may be the quintessential liar, someone who can lie without the least disturbance to his or her physiological responses such as blood pressure, pulse, respiration, not to mention his or her conscience.

The deposition was part of a “personal injury action arising out of an alleged trip and fall incident on or about January 26, 2010…on property owned and maintained by a party other than Defendant, Errol.” Halbig, who had already received $25,000 for the same trip and fall from the City of Apopka, Florida was attempting an additional law suit against Errol, “suggesting that Errol had…a duty to maintain the sidewalk.” Halbig, the Plaintiff “has not come forth with any evidence suggesting that any allegedly dangerous condition caused him to fall.” ^[xxvii] 

Halbig did not offer “any testimony as to what caused him to fall” and had “no witnesses to the fall itself.” Halbig claimed, “without any factual or legal support that Errol ‘was responsible for the maintenance, repair, control and ownership of the area that caused the above accident.’” Other than Halbig’s allegations, “there is no proof or facts of any kind suggesting that Errol had any duty to maintain or repair” the sidewalk and Errol did not own or control the sidewalk. In fact, the City of Apopka owned and controlled the sidewalk and Errol “did not have the right to make any modification” of the sidewalk. ^[xxviii]

Halbig “offered no facts supporting his allegations that Errol had any ‘ownership, operation, management, maintenance and control of the sidewalk.’” He offered no proof that Errol “was on notice of, or was otherwise aware of any such condition” and “offered no evidence as to what actually caused him to fall.” ^[xxix] Notwithstanding the fact that Halbig had absolutely no evidence to support his allegations, he pursued a law suit. It appears that this is his standard operating procedure in his pursuit to acquire unearned funds. This may also be applicable to his claims regarding Sandy Hook and his objective of raising $250,000 so he could find the truth.

 

 

Halbig Alleged Expertise

Halbig is the only source for all of his so-called expertise including the following:

He was the Executive Director of the National Institute for School and Workplace Safety, and the head of the safety and security company, WK & Associates. He claims that he is a nationally recognized school safety and security expert and consultant and had provided safety training and school assessments for more than 8,000 school districts nationwide. Halbig claims that he has also been featured on NBC’s Dateline and CBS’ Good Morning America. He was the Executive Director for the Children’s Safety Institute, 2012-current www.childrenssafetyinstitute.com. He claims to be a National School and Workplace Safety Consultant, an Expert Witness, and provides Risk Assessments, 1995 – current and was the Director of Risk Management, 2005 – current (as of 2014) in the Lake County Public Schools. He also claims to have been a United State Customs Inspector. [xxx]

“All U.S. airport customs officers attend 15 weeks of intensive paid training before beginning work. Training consists of classroom lessons and field instruction on topics including how to properly use a firearm.” Those who work in Puerto Rico, Miami, Florida…“ must pass a Spanish proficiency exam or take six weeks of Spanish training classes.” [9] Applicants also must be younger than 37 years of age. [10] He was born in 1946; he was too old for the position. In Halbig’s resume, he stated that he was a customs inspector (1993-1994) (age 47) and on my program from 2002 for about a year to a year and a half or two (age 56).

There are no records of Halbig ever appearing on NBC’s Dateline and CBS’ Good Morning America or any other national program. However, Ken Trump, the President of the National School Safety and Security Services has appeared on those programs. Trump said, “I am familiar with Mr. Halbig. I am also aware of his opinions regarding Sandy Hook. I could not disagree more with Mr. Halbig’s opinions about Sandy Hook being a hoax.” [xxxi]

Ken Trump said, “The Columbine High School attack in April of 1999, along with the series of school shootings from that time through the Sandy Hook Elementary School attack in 2012, triggered an onslaught of overnight school safety experts, charlatans, gadgets, and gurus seeking to financially capitalize on what they perceive to be a new ‘big bucks’ market in the field of school safety… they were unable to garner credibility and sustain their newly formed business over any substantial period of time due to their questionable credentials and practices…and others seeking to exploit schools of their limited school safety dollars with questionable consultant services…the safety of school children and teachers should not be put in jeopardy by the use of questionably-qualified consultants with a lot of hype but little substance.” [xxxii] Halbig created the National School Safety Institute, Inc in August 1999, just four months after Columbine. Wolfgang Halbig retired as the security director for Seminole County schools. Halbig, Richard Wells and Ron Davis created the National Institute for School and Workplace Safety with headquarters in the Lake Mary-Heathrow area. [xxxiii]

Further, Ken Trump said, “A truly competent, professional consulting business should be able and willing to identify itself up front! Truly established experts will have lengthy qualifications of frontline experience working in and with K-12 schools, established professional and legitimate publications in the field, well-established written references, high-public visibility in their field (conference presenters in their field, quoted in professional industry publications and other media, etc.), and related traits.” [xxxiv]

There is no record of the United States Department of Justice EVER hiring Halbig as an Expert following the Columbine High School tragedy. Others, such as Curt Lavarello took part in a meeting held at the White House following Columbine. Lavarello does not recall “Halbig being there. He was part of a team of trainers that the US Department of Justice COPS Office put together to train new officers assigned to schools following Columbine, so perhaps he is thinking that since the DOJ hired him to teach, that he must be an Expert. In any case,” Lavarello states, “there are few I know that consider Halbig a School Safety Expert.” [xxxv]

Halbig took down his web site of the Children’s Safety Institute three days after I interviewed him. On his CSI Qualifications page, he cited five references, Michele Tegland at Harlem Public Schools, Chicago, Illinois. Unfortunately, she died on October 14, 2011 at the age of forty-six, surrounded by friends and family at her home. [xxxvi] Halbig had another reference, Gloria Lunsford, of Raleigh, NC. She was born on December 20, 1948 and died on May 5, 2009 at the age of sixty. [xxxvii] Halbig’s website for the Children’s Safety Institute was created on October 29, 2012, more than a year after both of his references were dead.

On September 17, 2001, Halbig created and was president of the National Institute for School & Workplace Safety Inc. (defunct in less than a year) www.nisws.com

The National Institute for School and Workplace Safety filed as a Domestic for Profit Corporation in the State of Florida and is no longer active. This corporate entity was recorded in documents filed with Florida Department of State. The Key People were Ronald Davis and Halbig who both served as the President. On March 10, 2014, I used the Way Back Machine to verify the history of www.nisws.com which is no longer functional. I received the message: Page cannot be crawled or displayed due to robots.txt

Given that Halbig claims to have provided safety training in 8,000 school districts, and given the fact that he has worked in numerous schools in Florida from 1976 to 2009 (retired from 1999-2004), how is it that he could not keep himself safe in the school environment? He has filed numerous law suits because of incidents that occurred in the school environment. [xxxviii] He apparently came out of retirement when he and Kathleen remarried on December 29, 2004.
